POSITION DESCRIPTION: The Intelligent Transportation Systems (ITS) Manager is responsible for overseeing the development, implementation, and maintenance of the Tampa-Hillsborough County Expressway Authority’s (THEA’s) Intelligent Transportation System (ITS). THEA’s ITS Program includes a reversible express lane system with reversing operations controlled at THEA’s Traffic Management Center (TMC), closed-circuit television cameras, DMS and vehicle detection technologies for managing and communicating traffic conditions on THEA’s facilities, wrong-way drive technologies to improve traffic safety, a fiber optic communications network and connected vehicle technologies. This position reports to the Authority’s Director of Operations and Engineering. This management position maintains a team-minded working relationship with other THEA staff, vendors and key personnel in order to mutually support all ITS-related activities and THEA’s mission.
DUTIES AND RESPONSIBILITIES:
Develop and execute long-term strategies for integrating intelligent transportation systems into the existing infrastructure including THEA Work Program elements.
Manage ITS-related development, operations and maintenance projects and contracts.
Manage assigned ITS-related consultant contracts, directing the activities and tasks required by the contracts.
Manage the development of project scopes for ITS projects and ITS portions of Construction and Maintenance projects.
Support the development of updated standard operating procedures for THEA’s Traffic Management Center including the development of THEA’s Traffic Incident Management (TIM) Program.
Develop and maintain THEA’s ITS Architecture documentation.
Work with THEA’s Director of IT to ensure seamless and integrated field network communications.
Support the update of THEA’s ITS Change Management Policies and Procedures.
Oversee THEA’s ITS Asset Management Program, including the establishment of processes and procedures for ensuring proper spare parts inventory levels and updating field device information in THEA’s asset management software; monitoring hardware and software end-of-life / obsolesce and planning of upgrades and replacements; and tracking of device failures.
Oversee and report on performance metrics for THEA’s ITS Operations and Maintenance activities.
Manage THEA’s ITS Maintenance Contractor and assign work orders as required for maintenance activities.
Support the growth of THEA’s ITS Program through development of programs expand on the use connected vehicle technologies, artificial intelligence and associated technologies to support predictive traffic conditions.
Attend ITS Industry Conferences and support the evaluation of new technologies that support THEA’s Strategic Plan.
Report the status of THEA’s ITS program, projects, maintenance, and operations.
Assist in the development of annual ITS budgets, project identification, utilizing available resources to project equipment, staffing and operating costs for the next fiscal year.
Review and recommend approval of ITS-related invoices.
Participate in review and selection committees of contracts within all THEA departments as requested.
Conduct research, data collection and analysis of information for use in reports, presentations, and meetings.
Performs other duties as required.

MINIMUM QUALIFICATIONS AND EXPERIENCE:
Graduation from a recognized and accredited four-year college with a bachelor’s degree in engineering, computer science or related field; and five years of experience in ITS design, maintenance, and operations, or; Ten years of experience in ITS design, maintenance, and operations.
SALARY LEVEL: $89,580 - $140,233
