POSITION DESCRIPTION: Develop and maintain the statewide traffic operations organization within the Florida Department of Transportation (FDOT). Provides guidance on the diverse technical activities associated with FDOT’ Traffic Engineering and Operations and Intelligent Transportation Systems (ITS) programs. (Note: Additional reference to Traffic Operations or Engineering includes ITS Systems).
Develop and implement statewide and localized programs with greater emphasis in Traffic Engineering and Operations, United State Department of Transportation’s (USDOT) ITS, and Incident Management. Incident Management Program activities include preparing and responding, in real time, to major hurricanes using optimal highway systems operational solutions that have advanced Florida as a national leader and the most pro-active state in responding to major incidents.
Lead the FDOT Transportation Systems Management and Operations (TSM&O) program to optimize the performance of existing infrastructure through the implementation of systems, services and projects designed to preserve capacity and improve security, safety, and reliability. Oversees the improvements to the transportation system such as traffic detection and surveillance, arterial management, freeway management, service patrols ( Road Ranger Program), demand management, work zone management, emergency management, electronic toll collection, automated enforcement, traffic incident management, roadway weather management, traveler information services, commercial vehicle operations, traffic control, freight management, and coordination of highway, rail, transit, bicycle, and pedestrian operations.
Review existing legislation, proposed legislative additions and revisions, and provide technical expertise to Department leadership and legislative staff on various proposals relating to traffic engineering, traffic operations and safety.
Research, develop, and set traffic engineering operating policies for FDOT and for the development of a budget and management or organizational framework for Traffic Engineering & Operations. This position disseminates traffic operation guidelines which establish technical policy and design.
Maintain liaison with the working community of traffic engineers throughout Florida in order to develop common understandings of needs, collectively participate in the development of new policy and engineering techniques and uniformly support the technological and professional advancement of traffic engineering. Maintains active membership in various professional-technical organizations and coordinates policy and technical decisions of FDOT with these organizations, i.e., American Society of Civil Engineers, Institute of Transportation Engineers, Transportation Research Board, and American Association of State Highway and Transportation officials.
Responsible for budget, staff, resources and coordination of Commercial Vehicle Operations (CVO) activities for the Department. Oversees the PrePass Program and Federal Commercial Vehicle Information Systems and Networks (CVISN) Program. Administration of the CVO Weight Review Board Hearings and duties related to the “Chair” of the CVO Weight Review Board. Assist other Department staff, trucking industry, local agencies and the general public in the review and resolutions of problems related to CVO activities.
Develop recommendations to FDOT top management concerning new programs, review programs, or programs that should be discontinued in areas of FDOT funding of traffic signal retiming. Develop and coordinate “Pushbutton” contract agreements for emergency/quick response to operations and safety problems on the State Highway System; monitor FDOT funding expenditures for traffic signal reimbursement to local governments.Coordinate directly with Traffic Engineering & Operations Office staff and management on such programs as Safe Mobility for Life, Incident Management, ITS Work Program, Connected Vehicles, Traffic Signals, Highway Signing, Traffic Studies, and other such related issues.
Oversee the development, implementation, and management of statewide policy, planning, design, operations, maintenance, and feasibility of the TSM&O strategies related to managed lanes, express lanes, Hard Shoulder Running (HSR) and Intergrated Corridor Management (ICM).
Oversee the development, implementation, and management of Connected and Automated (CAV) Systems.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of traffic engineering principles and practices; Knowledge of management and principles and practices; Knowledge of traffic and intelligent transportation systems analysis and study techniques; Skill in effective written and verbal communications; Ability to manage workload to produce on-time resolutions to problems; Ability to lead, manage and work with diverse groups of people; Ability to provide technical presentations to diverse groups of people.
REQUIRED LICENSURE/ REGISTATION/ CERTIFICATION: Registered Professional Engineer in accordance with Chapter 471, Florida Statutes
