Engineering Associate (Transportation Maintenance)

Job Overview

Performs engineering related work involving the investigation, evaluation, asset management, planning, writing reports, coordinating work, or inspection of public infrastructure and systems. This position works under the supervision of a licensed Professional Engineer and supervising a full-time employee and several contractors. Project Management responsibility involves infrastructure projects related in maintenance.

Ideal Candidate Profile

The Hillsborough County Public Works Administration is seeking an Engineering Associate within the Transportation Maintenance Division to manage various programs that provide essential services that strengthen Hillsborough County's transportation systems. The Transportation Maintenance Engineering Associate will provide support to other departments and will coordinate with management, other County staff and consultants. The ideal candidate will have experience in the management of public works transportation and systems program projects, project management and interdisciplinary coordination, consultant contract negotiation and management, and public outreach and communication. Candidates should have working knowledge of federal, state and county design criteria, standards and specifications, project development and design best management practices, and federal and state funding programs.

Minimum Qualifications

  • Bachelor's Degree from an accredited college or university with a major in an Engineering related field; AND

  • Six years experience in investigation, evaluation, planning, design, computer modeling in civil engineering; OR

  • An equivalent combination of education (not less than possession of a High School Diploma/GED), training and experience that would be reasonably expected to provide the job-related competencies noted below.

Duties and Responsibilities

  • Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Project Manager for Tree Contract: Organizing & making purchase orders (PO) based on Mainstar work orders (includes finding duplicates to link), work requests & BOCC cases, updating work orders of status, cost in labor, right of entries (REO), attachments needed, invoices, resolve conflicts related to escalation.

  • Project Manager for Street Sweeping: Organizing and making PO based on Mainstar work orders and work. Updating work requests of status, cost in labor, ROE, and all other attachments needed in work requests. Coordinating emergency and on demand sweeps.

  • Prepare service and performance-based term contracts and processing change orders or APR for emergency and any special projects when needed for System Planning and internal Public Works teams related to tree contract, sweeping contract, sinkholes, etc.

  • SWFWMD O&M statement of inspections: Organizaing what is on permit to inspect including tracking down plans, make work orders for service units if necessary maintenance are needed to bring into compliance prior to professional engineer sign off as well as accepting new.

  • Supervising inspector and contractors for tree work, sweeping and other special projects from Transportation Maintenance Director to remedy any potential issue that would cause completion of projects.

  • HC-100: Approving and reviewing any final construction of new asset from construction prior to accepting maintenance.

  • CIP reviews for maintenance aspect anticipating the future maintenance that will be required for repeating blanket maintenance contracts involving costs, man hours, man hours, equipment, etc.

  • Pumping authorization forms to water management agencies like SWFWMD sometimes requiring FDOT permit, GIS work, tracking down details utilizing Mainstar work orders created by maintenance units for intake, outtake, size, etc.

  • Organizing any procedural tasks related to GIS collector for any contracts to streamline the estimation, status of any work whether trees, sweeping, etc.

  • Other related duties as assigned.

Job Specifications

  • Mainstar - ability in creating and updating work requests and work orders, linking main work orders to sub-work orders, queries, cost input, mapping asset to work orders.

  • GIS - ability to conduct data query, geoprocessing, data management tools relating to projections, utilizing Light Detection and Ranging (LIDAR) information, conversions, etc.

  • Oracle - ability to create/modify service and term contracts, create/modify requisitions, modify purchase orders, approve purchase orders.

  • On-Base - ability to process invoices to Public Works fiscal, reindex back to fiscal if PO is incorrect or work not done.

  • Ability to utilize Microsoft programs such as Excel, Word, PowerPoint and Publisher.

  • Surveying - basic proficiency based on a known point in engineering plans

  • HCSWMM - ability to conduct hydrologic and hydraulic analysis.

Physical Requirements

  • Work is performed in the office and at construction sites.

  • Requires frequent standing, sitting, walking, pulling and stooping.

Work Category

Light Work - Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
