Project Manager for the County’s Capital Projects Department

Project Manager for the County’s Capital Projects Department, Facilities / Parks and Natural Resources Division, for the Capital Improvement Program. This position typically manages all aspects of projects from “cradle to grave”, for planning through implementation, procurements, design, permitting, bidding, construction and close-out functions.

Job Description:

DESIGN:

  • Support CIP Planning including project processes, budgets and schedules

  • Provide assistance to project sponsor as directed

  • Plan projects according to the project delivery system required

  • Day-to-day “owner” department interface

  • Prepare solicitation for Professional Services – work with owner and procurement

  • Review proposals, prepare and present selection matrix to PSRC

  • Negotiate contract scope, budget and schedule with selected consultant

  • Prepare eGenda documents and obtain necessary approvals

  • Monitors design contract budget and schedule

  • Primary point of contact for consultant team

  • Prepare and present Board presentations for design contracts and project updates (as directed)

  • Review milestone design documents and other design submittals and coordinate with stakeholders to return comments back to EOR/AOR

  • Identify all Real Estate acquisition requirements and coordinate with internal departments to obtain land, easements, use permits, etc

  • Review permitting requirements and coordinate permitting activities

  • Coordination with all applicable utilities

  • Prepare Project related correspondence and conduct misc. contracts administration activities

  • General meetings with consultant

  • Plan and attend public meetings, address media contacts and coordinate public outreach efforts

  • Prepare responses to inquiries from citizens, agencies and County Commissioners

  • Review contract change requests, negotiate pricing & obtain necessary approvals

  • Review and process consultant invoices

  • Coordinate the preparation of construction bid documents, including technical specifications

  • Coordinate construction Bid advertising with Procurement

  • Review Construction Proposals and coordinate consultant recommendations

  • Recommend qualified low bidder

  • Ensure necessary project files are maintained

  • Prepare survey request; environmental, subsurface, boundary (TOPO)

  • Signature authority on permit applications

  • Serve on PSRC

  • Develop and maintain master project schedule

  • Manage records and documentation for projects in Capital Projects Project Management Information System

CONSTRUCTION:

  • Manage and inspect construction improvements to capital project

  • Ensures fulfillment of contractual obligations to the County by engineers, architects, construction contractors and consultants

  • Confers and coordinates with contractors, engineers, architects, inspectors and other parties to ensure County standards are being adhered to

  • Develop strategies to manage any risks within construction contracts

  • Identify, apply for and manage construction related contracts through Procurement

  • Review and approve work breakdown structure for budget monitoring, management and financial reporting

  • Status reporting

  • Verify testing processes

  • Monitor budget with respect to Change Orders

  • Participate in audits as required

  • Manage progress payments and invoice processing

  • Participate in construction management process improvement activities

  • Manage project financial close out

  • Familiar with all aspects of construction

  • Conduct or attend regular progress meetings

  • Provide assigned Inspection and support staff with guidance and direction on project related issues

  • Schedule and participate in both substantial and final walk thru. Sign-off on both project substantial completion and Final Acceptance

  • Prepare or review requests for proposals for construction related projects

  • Coordinate the development of escalation matrix for construction related activities

  • Provide on-site resolution of construction problems, complaints from property owners, and coordination with other agencies

  • Check materials and makes arrangements for tests by an approved laboratory as job progresses

  • Assist/provide grant support and project management (as applicable) in accordance with policy

  • Review the daily report of construction

  • Review as-built drawings

  • Serve on and/or as lead for PSRC

  • Identify, apply for and manage contracts related to Procurement of external construction management support

  • Review and approve consultants and contractors work breakdown structure

  • Monitor construction budget and burn rates

  • Construction close-out

  • Lessons learned

  • Facilitate construction warranty issues and claims

  • Confirm Permitting certifications

  • Coordination of start-ups and review/distribution of O&M manual

  • Coordinate transfer of operations to user agencies, Utilities and Facilities

  • Assures Project electronic files are complete and stored in PMIS per Capital Projects standards

About You

Minimum Qualifications:  A Bachelor’s Degree from an accredited college or university in Architecture, Engineering, Construction Management or highly related field with five (5) years of construction and/or project management experience.  A Master’s Degree in one of the above-mentioned fields can substitute for one year of required experience.  Project experience can substitute for the required degree on a year-for-year basis.

Preferred Qualifications:  Active Architect License in the State of Florida, active LEED AP or AP with specialty, active PMP certification.

Pay: $54,912.00 - $74,630.40 or higher depending upon qualifications
