NATURE OF JOB
This is highly responsible advanced professional, administrative, technical and supervisory work directing the operation of the Traffic Engineering Department. Work is performed under administrative direction of the Public Works Director.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
• Supervises, directs, plans, coordinates and instructs personnel within the Traffic Engineering Division.
• Assists in the preparation of the budget for the Traffic Engineering Division, reviews budget expenditures and makes procedural and operational recommendations.
• Provides overall long range planning for the Traffic Engineering Division.
• Coordinates, directs and controls a wide variety of administrative responsibilities.
• Responsible for establishment of suitable training of subordinate personnel through establishment of in-service training programs.
• Inspects work performed within the Traffic Engineering Division.
• Makes field trips to review progress of various projects.
• Review and approves all outside contracts, progress payments, larger purchase orders and accounts payable documentation.
• Plans and implements new procedures aimed at providing a more efficient division.
• Coordinates with consulting engineers relative to progress of the projects.
• Performs professional engineering functions and projects.
• Coordinates work activities and programs of the Traffic Engineering Division with other work programs and projects.
• Serves as the Bridge Engineer for the County.
• Serves as the County focal point for Intelligent Transportation Systems.
• Maintains and promulgates necessary department rules and regulations in accordance with rules, regulation and policy.
• Investigates and assist in the resolution of personnel problems that may arise from time to time in the Traffic Engineering Division.
• Establishes and maintains effective working relations with subordinates, superiors and the general public.
• Receives citizen complaints and further investigates such complaints.
• Attends interdepartmental meetings, staff meetings and conferences.
• Administrates traffic safety and Traffic Engineering grants.
• Regular reliable full time attendance as scheduled
• The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
• Performs other related duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS
• Graduation from an accredited college or university with a degree in Civil Engineering.
• Ten (10) years progressively responsible experience in public works and traffic engineering, several of which should have been in a major supervisory capacity.
• Must be able to comprehend, speak and read the English language
• Must have and maintain good interpersonal and communication skills to deal with the public.
• Outstanding project management and organizational skills.
• A comparable amount of training and/or experience may be substituted for the minimum qualifications except for required licensing.
LICENSES AND/OR CERTIFICATIONS
Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
KNOWLEDGE SKILLS AND ABILITIES
• Knowledge of modern techniques, methods and procedures, principles and practices of all phases of public works and traffic engineering, general office and business administration, and the ability to apply them.
• Knowledge of the use and care of all types of public works and traffic engineering tools, equipment, instruments, materials and supplies.
• Knowledge of bridge design, maintenance and rehabilitation.
• Ability to plan, direct, supervise, coordinate, organize and inspect public works and traffic engineering plans, programs and activities.
• Ability to prepare written technical reports, estimates, cost and construction records.
• Ability to plan, assign, instruct, review and evaluate work assignments of technical and professional personnel.
• Ability to address civic organizations or other public or private groups on subjects relative to public works and traffic engineering programs and projects.
• Ability to establish and maintain effective working relations with subordinates, superiors, municipal officials and the general public.
• Ability to prepare, develop and present long range public works and traffic engineering plans and programs.
• Must have good interpersonal and communication skills to deal with public.
• Outstanding project management and organizational skills.
• Excellent oral and written communication skills.
• Proficient in the use of MS Word, Excel, and Outlook is essential.
PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS
Work is primarily performed indoors yet may require some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.
Stooping, sitting, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pulling, talking, standing, finger movement, repetitive motions, depth perception. Frequent lifting of 10 to 25 pounds.
