Position Description: The Tampa Hillsborough County Expressway Authority (THEA) seeks a Business Analyst to support the analysis, optimization, and documentation of business systems, toll systems, workflows, and technology solutions. This role involves evaluating business operations, collaborating with technical teams to identify and recommend solutions, and assisting with system implementation by supporting user acceptance testing, documentation, training, and change management. Additional responsibilities include facilitating user support, analyzing data, generating reports, and identifying opportunities for process improvement to enhance operational efficiency. Working independently with minimal supervision, the Business Analyst will be key in optimizing data collection and business processes.

This position reports to the System Architect and competently responds to requests from the Director of Tolling Technology and Customer Experience, and senior staff.

Work assignments include:

  • Analyze and recommend solutions for business and organizational challenges related to systems, operations, and workflows.

  • Develop and assist in creating concise documentation such as requirement documents, user stories, use cases, and functional specifications, ensuring clarity for technical teams and stakeholders.

  • Collaborate with cross-departmental teams and manage stakeholder expectations to gather and prioritize business requirements effectively.

  • Map and model business processes using tools like BPMN or flowcharts and identify process inefficiencies for optimization.

  • Analyze large datasets to extract usable insights and patterns using business intelligence and machine learning tools. Create and generate reports using Power BI, SSRS, or other reporting technologies.

  • Supports system testing, including regression testing and change management.

  • Develop and deliver training to non-technical users on system capabilities and business processes, ensuring complex technical information is clearly communicated to broader audiences.

  • Analyze and manage project risks while making data-driven decisions that align with organizational goals.

  • Collaborate across departments, foster communication, and build consensus to ensure alignment and drive successful project outcomes.

The ideal candidate will exhibit the following experience:

  • A solid understanding of relational databases and proficiency in writing SQL queries to retrieve and analyze data from databases. The analyst should be comfortable performing joins, filtering results, and conducting ad-hoc analysis to support business decision-making and reporting.

  • Experience with data mining, data analysis, and business intelligence tools.  

  • Basic understanding of web technologies (e.g., HTML, CSS, JavaScript) and familiarity with development processes to effectively collaborate with technical teams.   

  • Ability to break down complex business problems and find logical solutions.

  • Proficiency in using data analysis tools (e.g., Power BI, Excel, SQL, Tableau) to analyze data, identify trends, and provide insights for business reporting and decision-making.

  • Strong ability to manage stakeholder expectations and prioritize business requirements effectively, collaborating with cross-functional teams to ensure alignment.

  • Data-driven decision-making to select the best solutions based on available information.
    Ability to influence stakeholders and teams to drive projects forward, even without direct authority.

  • Understanding of the tolling industry and its related systems

  • Basic programming knowledge or familiarity with programming concepts

  • Experience in process improvement methodologies (e.g., Six Sigma, Lean)

Knowledge, Skills, and Abilities:

  • Ability to gather, document, and manage business requirements and translate them into technical solutions.  

  • Excellent verbal and written communication skills to collaborate with stakeholders and translate technical information. 

  • Proficient in creating visual representations of workflows using tools like BPMN or flowcharts. Proficiency in Agile frameworks like Scrum and Kanban for flexible project management.

  • Ensures thoroughness and accuracy in documentation and system specifications.

  • Knowledge of project management principles, including Agile, Scrum, and Waterfall methodologies.

  • Familiarity with SDLC, CRM software, and other business tools.

  • Ability to evaluate situations objectively, considering all aspects before making decisions.

  • Skilled in managing transitions and supporting the implementation of modern technologies or processes across the agency.

  • Ability to identify, assess, and mitigate risks within projects or business processes.

  • Working knowledge of Linux operating systems, with the ability to navigate and support basic tasks in a Linux environment.

  • Understanding of Web Services and APIs, with the ability to collaborate with technical teams to analyze and support system integrations.

  • Strong project management skills, including task prioritization, scheduling, and tracking progress to ensure timely delivery of project milestones.

Minimum Qualifications: A two-year degree from an accredited trade, technical, or vocational school, college, or university in business administration, information systems, or a closely related field, with four years of relevant experience in systems analysis, business analysis, or applications.

Salary Level: $90,000 - $110,000 annually. Salary is commensurate to experience.
