POSITION DESCRIPTION: Provide statewide leadership for the Department’s Emerging Technology focus area to achieve the Florida Department of Transportation’s safety and mobility mission. This may include automated vehicles, connected vehicles, electric vehicle (EV) infrastructure, shared mobility, unmanned aerial mobility, and other future technologies. Support the Executive Director of Transportation Technology with effective long-range planning of emerging technologies and solutions. Manage and supervise Department employees and consultant resources to advance emerging technology initiatives. Represent the Department’s emerging technology initiatives at various internal and external meetings and workshops. Present emerging technology initiatives at conferences for industry and public awareness.

Lead strategy and policy for the Department’s EV Charging Infrastructure program. Ensure that Federal EV standards and guidance are adhered to and manage the programming and expenditure of Department and Federal funds. Serve as program manager on the statewide EV charging infrastructure program. Coordinate with private parties, Federal agencies, local governments, and other state agencies on the development and submittal of grant applications. Ensure project schedules and budgets are met, while delivering high quality EV charging infrastructure. Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work.

Develop, implement, and maintain the Department’s strategic approach and policies for the implementation of connected and automated vehicles technologies. Mainstream Connected Automated Vehicle (CAV) technologies into the Department’s functional areas and support these offices with strategic and policy guidance. Support other Department offices with assistance for grant development and acquisition.

Assist the Executive Director of Transportation Technology with the establishment of partnerships with private businesses and entities on transportation emerging technology initiatives. Encourage and embolden industry to assist the Department’s mission to improve transportation safety and mobility. Cultivate a transportation emerging technology ecosystem that is nimble and efficient.

Partner with Florida’s universities to advance transportation emerging technology research. Serve as project manager or adviser on emerging technology research of strategic importance.

Assist the Executive Director of Transportation with monitoring and analyzing State and Federal legislation and policies that impact the Department’s emerging technology and processes and recommend appropriate strategies and approaches.

KNOWLEDGE, SKILLS AND ABILITIES: Ability to develop comprehensive work plan; ability to formulate strategies and action plans to achieve results; ability to coordinate emerging technology issues internally and externally for Florida Department of Transportation (FDOT); Ability to plan and organize emerging technology activities; ability to maintain good working relationships with customers.  Knowledge of department organization structure.  Ability to communicate effectively both verbally and in writing.  Ability to apply applicable rules, regulations, policies and procedures.  Knowledge of the principles of budget preparation.  Knowledge of Florida Department of Transportation Personnel procedures.  Ability to solve problems and make timely decisions.  Ability to establish and maintain effective working relationships.  Ability to consult with management on technical matters related to emerging technology.  Ability to plan, organize, coordinate and supervise. Knowledge of Connected and Automated Vehicle technologies, policies, standards, and applications. Knowledge of Electric Vehicle Charging Infrastructure technologies and standards. Knowledge of relevant Federal and State regulations, contract management techniques, and strategic planning and policy development. Experience in planning and managing large scale, complex systems and programs. Knowledge of systems engineering methodologies and project management principles. Ability to work in a fast-paced environment, a diverse workforce, and manage multiple assignments. Ability to work in a matrixed environment to leverage resources across the Agency. Skilled in developing and making presentations. Ability to manage workload to produce on-time resolutions to problems. Ability to lead, manage, and work with diverse groups of people.

COMPENSATION: $130,500 - $152,250
